This study reviewed the structure and organization of current city-county organizations that perform the city review and support private, residential, and commercial development within the incorporated city limits of Missoula. The charge was to evaluate the effectiveness and efficiency of the current organizational structure and recommend improvements, including the steps necessary to provide a “one-stop” customer service model for permitting and licensing services. The report offers 18 recommendations for improving local development review.
