This report argues that mandatory inclusionary housing policies are more effective than voluntary programs at generating a larger supply of affordable housing and producing housing that is affordable to low- and very-low-income households. Mandatory programs provide reliability and straightforward processes for developers to follow, and do not seem to have caused decreases in overall levels of housing production. The report concludes that the experience of municipalities across the country demonstrates that mandatory inclusionary housing policies work to generate affordable housing.
