This report analyzes the federal government’s low-income housing policies and funding priorities, identifying who participates in these programs and how the motivation and justification for these programs has changed over time. It calls for more research that attempts to understand the general equilibrium effects of housing programs, rather than the impact they have narrowly on participants.
