This report provides an overview of the supply- and demand-side challenges of developing and preserving affordable housing in cities. It reviews the advantages and disadvantages of affordable housing metrics in Figure 2 and identifies government supports for different housing types that serve very-low- to median-income residents in Figure 10. Chapter 7 shares recommendations for cities, the for-profit sector, and the non-profit sector.
